                RE: EnviroBank: Watershed Quality Protection Partnership (MOU)
  Dear Cathy    As promised, enclosed please find the current Half Moon Bay Coastside Foundation aka Save Our Bay information packet for the 
                EnviroBank program and the Watershed Quality Protection Partnership (WQPP) MOU.  I have also enclosed a copy of the February 2000 California State Auditor Report for the SFPUC.  The SOB EnviroBank and WQPP are programs 
                that our Foundation believes addresses the State's findings and conclusions head on.  Lastly, we have provided MROSD a partial real estate disclosure regarding my Moon Acres Ranch currently being marketed by Mary Lou Cunha 
                Orange of Coldwell Banker.  The Half Moon Bay Coastside Foundation Board of Directors believes, at this time,  it is in MROSD best interest and the best interest of all Peninsula  communities, that the District 
                withdraw their coastal annexation application presently before the San Mateo County Local Agency Formation Commission.. The greatest challenge before all Bay Area water users  is the protection of our Peninsula watershed  
                and SFPUC provided water supply in perpetuity.  All Bay Area community elected officials should take immediate steps to reduce the risk of a catastrophic outage for more than 2.5 million regional water system users.  A 
                healthy watershed is one that is in harmony with the needs of the its people, land, and natural resources.  Healthy watersheds are vital for a healthy environment and economy.   They act as natural filtering systems 
                for pollutants, support habitat, migration routes and spawning for steelhead and salmon; and provide drinking and irrigation water for urban and rural residents.  The preservation of open space "viewsheds" is 
                currently a very low Federal and States funding priority.  MROSD would certainly be a welcomed valued member of the Watershed Quality Protection Partnership {MOU).  We hope your Board gives our withdrawal recommendation 
                and WQPP invitation further consideration.
