Good Morning from wet and soggy Northern California. Two days ago I wrote to you requesting that you take immediate action to stop the ROD for Lake Berryessa. I also alerted you to the fact that I had requested the DOJ and FBI to investigate BOR officials regarding the bid by Forever Resorts for Pleasure Cove. I have include a couple of attachment to jog your memory of what took place on the bid.
 
 
The above official documents of the Secretary of State office and found on the Internet vividly divulges the corruption that occurred within the BOR Mid Pacific organization. You will notice on these two pages the filing date in Sacramento, CA for the LLC by Forever Resorts was 4/29/2005. This is three (3) days before the Prospectus was released by BOR. The opening date for the Prospectus was May 2, 2005 and closing date was May 13, 2005 and selection date over a weekend of May 16, 2005.
 
Unless divine intervention occurred and Tim Colvin a principal of Forever Resorts who filed the LLC for Forever Resorts had some infinite wisdom how did he know that he was the awarded contract recipient on April 29, 2005? It was not out to bid yet! There is corruption here at the highest level and the layering filters down to BOR Director Kirk Rodgers, CCAO Director Mike Finnegan, Deputy Director Rick Johnson, Lake Berryessa Manager Pete Lucero and his Concession Manager Cleve Dufer. All of these individuals and the BOR Mid Pacific Consul  who endorsed the June 1, 2005 contract for Pleasure Cove Marina.
 
In some additional minutia I add the following fact! How did Mr. Tim Colvin of Forever Resorts know for sure on April 29, 2005 the filing date of the LLC the new name of the resort. Its real simple on May 2, 2005 the BOR Prospectus was bid as Pleasure Cove Resort. On June 1, 2005 the Forever Resorts was awarded the contract. Then on June 2, 2005 the Forever Resorts announced the name change to Pleasure Cove Marina and eliminated the use of the word Resort. Some more divine intervention.  
 
Now Commissioner Keys if this matter doesn't seem too intrusive to you or your staff I suggest that you review an attached  in depth letter about additional meanderings of your staff involving this concession and Lake Berryessa. I always remain open to your questions and assistance in these matters

Norton Lauds Service of John Keys as Commissioner of Bureau of Reclamation


WASHINGTON-Interior Secretary Gale A. Norton today announced the resignation of John W. Keys III, from his position as Commissioner of the Bureau of Reclamation. Norton lauded Keys’ service to the nation and his success in handling water issues associated with the worst five years of drought in the past five centuries. After serving nearly 40 years with the Bureau, Keys intends to spend time with his family. His resignation is effective April 15.

“As Commissioner, John led the way in developing the Water 2025 Initiative that is helping to avoid future water crises in the West,” Secretary Norton said. “He and the rest of the Interior water team were crucial in resolving a nearly 75-year dispute when California water users reached agreement with the federal government and six other states on a multi-decade agreement for sharing and using water in the Colorado River.

“He is a consensus builder who spent a long career with the Bureau of Reclamation and then agreed to join my team to lead the Bureau as Commissioner,” Norton said. “He will be missed.”

Among Keys’ accomplishments is development of the Lower Colorado River Multi-Species Conservation Program (MSCP), a coordinated, comprehensive, long-term multi-agency effort to conserve and work toward the recovery of endangered species and protect and maintain wildlife habitat on the Lower Colorado River.

“I love the Bureau of Reclamation,” Keys said. “I believe in what we do. I am proud of our part in the water development and management that has made it possible for us to live in the arid West. I believe that the Bureau and our Department are ready for the water challenges of the 21st century. It is a bittersweet time to leave Reclamation again.”

In addition, in his letter to Secretary Norton, Keys thanked her for the privilege of serving in the job and wrote: “Secretary Norton, I leave the Bureau of Reclamation in good hands and with a strong course. Reclamation employees are among the best, with a pervasive can-do attitude and true commitment to Reclamation’s purpose and mission.”

Keys spent 34 years as a career employee with the Bureau, first as a civil and hydraulic engineer and later as the Pacific Northwest Regional Director.

Rex's Forever Lake Berryessa Sewage Cruise Cancelled!

Next week I will officially launch my Join Oscar for California State Senator ( District 8 San Francisco & San Mateo Counties). The cornerstone of my campaign is the protection of the waters of the United States as mandated under the Clean Water Act ( see www.cwposse.org ) and the exposing of the corruption of elected officials, government employees and the Sierra Club's hidden agenda.  I will request that the Congressional Resource Committee hold oversight hearings this Summer looking into the relationship of Rex Maugham's Forever Resorts, Bureau of Reclamation and local, state and federal elected representatives. Prior to April 1, 2006, I will file multiple complaints for violation of the Clean Water Act against Forever Resorts, Pleasure Cove Marina LLC, Napa County and Bureau of Reclamation demanding immediate enforcement actions and assessment of the maximum fines allowed by law.  

In closing Pete, I have attached a pdf for the up coming media event sponsored by the BORever mob on March 23rd, 2006.  May I suggest that Rex include in his media kits all of BORever mob's environmental permits for their redevelopment vision of  Lake Berryessa.
